Ergebnisse einer Befragung zu den Auswirkungen des Emissionshandels auf die am Handelssystem teilnehmenden Unternehmen

Abstract

Mit Start des Emissionshandels am 1. Januar 2005 in Deutschland wurde erstmals ein marktwirtschaftliches Instrument eingeführt, das kostengünstigen Klimaschutz ermöglichen soll. Zum Teilnehmerkreis des Emissionshandels gehören in der ersten Handelsperiode (2005-2007) emissionsintensive Industrieanlagen und Anlagen der Energiewirtschaft. Ein Großteil der Teilnehmer wurde im Rahmen einer Umfrage im Oktober 2004 schriftlich befragt. Ziel war es, Aussagen zu den Auswirkungen des Emissionshandels in der Phase vor Handelsbeginn, und detaillierte Einschätzungen hinsichtlich der erwarteten Auswirkungen nach Handelsbeginn zu erhalten. Dieser Artikel stellt die Ergebnisse der Erhebung zusammen.

For the first time, a new instrument of free market economy has been implemented with the launch of emission trading on 1st of January 2005 in Germany. It is expected, that it will enable cost-efficient climate protection. The group of participants partaking in the first period (2005 - 2007) of emission trading consists of emission intensive industrial facilities and plants of the energy industry. Most of these participants have been asked in course of October 2004 to take part in a survey focusing on implications already implemented prior to the start of emission trading as well as expected effects following the launch of emission trading in January 2005. The answers of this survey's participants have been compiled and will be presented in this article.
