Abstract:

This report looks at the development of Community Renewable Energy (CRE) in the Spanish province of Girona through a stakeholder analysis of local projects. It is the result of a field visit to the study area and the analytical framework consisting of the identification of stakeholders and their evaluation in a stakeholder matrix was carried out with the results of expert interviews. The results are a strong localism of the most important stakeholders, a pronounced weakness of the national legal framework, the potential opportunity for local projects through new definitions of the European Union, as well as the persistence of traditional companies and the inability of electricity grid operators to deal with new actors in the energy sector.
