Barriers in old age: perspective from the Argentine laws in force

Abstract

In this paper we are trying to assess the difficulties that have to journal the most disadvantaged sectors of the population, as are persons with disabilities and the elderly. For this we define and classify to the barriers that hinder or prevent the full participation of these groups in the community, as well as defining the persons with disabilities and the elderly, showing as much as possible what are the difficulties or barriers more frequent that they have to juggle. We also evaluate the existing legislation in the Argentinian Republic in these matters and the level of compliance on the part of the bound. We also analyze the lack of knowledge, both of the same affected groups, and for the community as a whole of the existence of these barriers and how to eliminate them or at least mitigate its impact.

En este artículo procuramos evaluar las dificultades que tienen a diario los sectores mas desfavorecidos de la población, como lo son las personas con discapacidad y los ancianos. Para ello definimos y clasificamos a las barreras que dificultan o impiden la plena participación de estos grupos en la comunidad, así como definir a las personas con discapacidad y a los ancianos, mostrando en lo posible cuales son las dificultades o barreras mas frecuentes que tienen que sortear. Así, también evaluamos la legislación vigente en la República Argentina en estas materias y el nivel de cumplimiento de la misma por parte de los obligados. También analizamos la falta de conocimiento, tanto de los mismos grupos afectados, como de la comunidad en su conjunto de la existencia de estas barreras y la forma de eliminarlas o al menos atenuar su impacto.
