Abstract:
This work introduces two different analysis flows referring to public policy for innovation linked to the National Innovation System. The first one deals, on one side, with theoretical issues about the definition of policy and public policy related to the phenomena of innovation, and, on the other side, with the theoretical perspectives that have been developed and that still are being developed concerning the value of knowledge about techniques and technology within the definition of the National Sytem of Innovation . The second analysis goes deeper into the sphere where this National System of Innovation is being developed in Latin America. The technological capabilities for generating effective innovation processes in the different countries of the region are a main point of discussion. External and internal elements that influence the technological development occurred in the region are included in this chapter. For instance, the applied economical policy in the past and in present times, as well as new which is influenced by conceptions that have been conceived and applied to the technological development for the market globalization, which, paradoxically, have been generalized at an international scale and have been proposed to be adapted to smaller, slower, delayed economies. With that negative effects have been evoked in the productive apparatus of the Latinamerican region.
