dc.description.abstract The German heroin scene has evolved since the time of the „classical morphinist“. In the late 1960s the scene developed into its „macro-epidemic phase“. The policy during this phase involved a two-pronged attack strategy the use of punishment and therapy. These policies were legitimaled by militaristic language and scientific „pathology“ theories in psychiatric and sub-cultural forms. This paper argues for the dawn of a new age in the evolution of the scene - the age of the illegal heroin maintenance system. A scientific theory which sees heroin use as an alternativ lifestyle scene rather than an individual and/or social pathology is seen to be more fitting of the complex reality of the new heroin age. Finally, the policy possibilities in this new age are outlined and a call for more public discussion and awareness of the changing scene is made. en
